Sandra S. Love, MS, Chief Operating Officer

Ms. Love is a health information professional with a wide range of progressive executive management experience and extensive teaching and consulting expertise in the field of medical coding, billing, and hospital management. As Health Integrity’s Chief Operating Officer for Health Integrity, she oversees the National Benefit Integrity MEDIC, the Zone Program Integrity Contract, Zone 4, and the Chicago and Atlanta Region Audit Medicaid Integrity Contracts (Audit MICs). Ms. Love earned a Bachelor’s in Health Record Administration from York College of Pennsylvania and a Master’s in Health Care Administration from Wilmington College, Georgetown, Delaware.
S. Douglas Quave, CFE, AHFI, Program Director/Sr. Vice President

Mr. Quave has extensive experience in conducting and managing complex healthcare fraud investigation and prevention efforts. A Certified Fraud Investigator (CFE) and Accredited Healthcare Fraud Investigator (AHFI), Mr. Quave has received letters of commendation and recognition for his exemplary investigative efforts from the FBI, U.S. Department of Justice, and the U.S. Department of Health and Human Services-Office of Inspector General. He has a Bachelor of Science in Police Science and Administration from York College.
Jaysen Eisengrein, Program Director/Sr. Vice President
Medicaid Integrity Contracts
Mr. Eisengrein has been with Health Integrity, LLC (HI) since retiring in 2009 after 30 years with the U.S. Department of Health and Human Services-Office of Inspector General-Office of Investigations. During his career there as Assistant Special Agent in Charge, he investigated numerous frauds against both Medicare and Medicaid, briberies of public officials, criminal conflicts of interest, and thefts of public money. He also served a Special Agent in Charge managing the internal affairs unit responsible for investigating illicit activities of 63,000+ HHS employees. Mr. Eisengrein earned a BSHS from Thomas Edison State College, Trenton, New Jersey.
David A. Duhaime, Program Director/Sr. Vice President
Zone Program Integrity Contract (ZPIC)
Prior to joining Health Integrity, Mr. Duhaime was a Senior Fraud Investigator for a Government Program Safeguard Contractor who investigated providers, subscribers, and employees in Managed Care and Indemnity Plans suspected of submitting fraudulent claims. In addition to holding a BA in Criminal Justice Studies from Norwich University, Military College of Vermont, he also holds several certifications including Computer Forensics Certified Examiner (CFCE), Certified Fraud Examiner (CFE), and Certified Forensic Electronic Evidence Collection Specialist.
